STATUTE OF DASK

NAME OF THE SOCIETY

ITEM 1 – Name of the Society is “Nature Researches, Sports and Rescue Society (DASK)“ 

CENTER OF THE SOCIETY

 ITEM 2 – The center of the DASK is in ANKARA. There is no any branch of DASK.

AIM

ITEM 3 – The aims of the DASK are to Make  research in all natural and cultural fields or to participate in. To create possibilities for its members and willing persons to make nature sports, to contribute them to make themselves improved mentally and physically. To make activities for documenting of natural and cultural environment. To make activities for conserving  and improving of natural and cultural environment. To Search, rescue and keep alive all living creatures encountered disasters caused by nature or human.  Being volunteer, is basic in the activities, no one has any benefit . DASK don’t participate in any political activity.

FIELDS OF WORKING  

ITEM 4 – The Society works as three main groups. Each group organize own works separately according to the statute and rules. The form and the communion of the group works are specified together with the related coordinator of Executive Committee then the works are transmitted to the Executive Committee. Each working group select own moderator just after General Assembly with open voting. The works are hold down together with   related coordinator of Executive Committee.

A ) The Group of Nature and Culture Researches

Makes scientific researches in natural an cultural environment,

Takes photo, makes movie and video to document of natural an cultural environment,

Works about regulations for saving of natural an cultural environment.

B ) The Group of Nature Sports

Strives for Mountaineering, Caving, Stream Sports, Trekking, Aviation, Water Sports, Underwater Sports,  Skiing, Camping, Riding and other nature sports.

C ) The Group of Keeping Alive

Works for Searching, rescuing and keeping alive all living creatures encountered disasters caused by nature or human. 

THE WORKING FORMS OF THE GROUPS

ITEM 5 – Each group can,

Organize training activities for improving techniques and practices,

Organize sport activities, arrange a competition and  participate in a competition,

Organize travels, make researches,

Organize seminar, panel, conference and exhibition, 

Give encouragement awards and bursary,

Issue books, booklet, magazine and bulletin,

Cooperate with other related persons and institutions agreed with national and international rules and taking permission from related ministry.

TYPES OF MEMBERSHIP

ITEM 7 – There are two types of membership, the real membership and the honorary membership.

The real members are Turkish Citizen over 18 years old, they are no any limitations according to the Item16 of the Law of Societies and they accept the DASK Statute.

The honorary members have  same circumstances like real members, they are made honorary members because of their useful works for DASK. 

TO JOIN

ITEM 8 –  The persons who have necessary circumstances and accept to work in DASK Groups can be members.  After they fill the membership form and suggested by two DASK members, they will be made members by Executive Committee in 30 days and given them identification card.

The foreigners can be member if they have inhabiting permission in Turkey. There is no any limitations for honorary members.

MEMBERSHIP RIGHTES 

ITEM 9 – No one is reduced to be a member or stay as a member. The members have same rights, no any differences between them. Every member has  one voting power in the General Assembly and he / she has to use this right personally. If they want, the honorary members may pay subscriptions, they not vote and they not be Executive Committee Member.

LEAVING FROM MEMBERSHIP

ITEM 10 – Members can leave from membership giving a application to Executive Committee. If any member is in debt or damaged to the Society property, he/she must pay before leaving.

BEING LEFT FROM MEMBERSHIP

ITEM 11 – Judgment of Executive Committee

a. The members who works against the Statute or the Society,

b. The members who don’t pay their subscriptions,

c. The members who lost the membership circumstances according to the Law of Societies or DASK Statute,

d. The members who wrote inaccuracy knowledge in the Membership Form are left.

 The members who was left according to “c” can dispute in the General Assembly.

When  the negative circumstances are disappeared, they can be members if they want.

The members who was left according to “a” and ”d” can not be members again.

The members who was left according to “b” can be members again, if Executive Committee trust them. If they left for same reason, they can not be members again.

ITEM 12 – The Society Organs are;

THE MEETING TIME OF GENERAL ASSEMBLY        

ITEM 13 – General Assembly regularly meet every two years in first three months.

If Executive Committee or Inspection Committee thinks that is necessary or third part of the members want to, General Assembly extraordinarily meet in a month after that.

METHOD OF INVITATION

ITEM 14 – The members are invited by a local gazette before 15 days of meeting, the date, hour and place of the meeting must point out. If majority of the members do not come to the meeting, also the second meeting point out. The second meeting must be one week after from first. Executive Committee prepare the members list. Ankara Governor are informed about subjects at least 15 days before. The general Meeting is postponed because of the other reasoning, the members are informed by a gazette announcement. The delay not be long than two months.  The General Meeting are not postpone more than one.

PLACE OF THE MEETING

ITEM 15 – General Assembly must not meet any city other than  where the head office is in. 

NUMBERS OF THE MEMBERS FOR GENERAL MEETİNG

MADDE 16 – The General Meeting is made with the members more one  than half of the all members. The second meeting can be made by the members which two times of the total numbers of Executive Committee and Inspection Committee members.

METHOD OF GENERAL MEETING

MADDE 17 – General Meeting is made on the day and place which is announcement on the gazette. Each member signs the members list. If there is no majority, the meeting are closed to the second meeting with a report. If there is majority, the meeting is open by a member of Executive Committee. If there is no any government officer, the meeting is not postponed. After the opening of the meeting, a meeting chairman, a deputy meeting chairman and a secretary are selected. The meeting is administrated by the  meeting chairman. The report about meeting is signed by meeting administrative committee and it is given The Chairman of Executive Committee. Only the subjects in the agenda are argued in the meeting. If the tenth of the members in the meeting want to argue some subjects, also these subjects can be argue.

DUTY AND AUTHORITY OF GENERAL ASSEMBLY

ITEM 18 – The duties and authorities of the General Assembly are;

Selecting of the organs of society,

Changing or adding items of the statute,

Arguing the reports of Executive Committee and Inspection Committee and exonerating of Executive Committee,

Arguing the financial report prepared by Executive Committee and accepting it just the same or by changing,

Giving authority to Executive Committee to buy or sell properties,

Taking a share in or leaving a federation,

Making international activities, being a member of international institutions or leaving from (taking necessary permissions),

Giving some of the own authority to Executive Committee,

Making own duties specified in the statute and

Canceling of the society.

FORMING OF EXECUTIVE COMMITTEE

ITEM 19 – Executive Committee is formed by 7 real and 7 reserve members, these members are selected by secret votes in the general meeting.

DUTIES OF EXECUTIVE COMMITTEE

ITEM 20 – The duties of Executive Committee are;

To represent the society and give authority to one ore some of the members,

To work according to authority given by General Assembly,

To calculate incomes and outgoings, to prepare the budget for general meeting,

To inform Ankara Governor if anyone who is not Turkish citizen is made member,

To make decisions and put them in practice the things specified in Item 5 (to buy a real estate is depend on authority given by General Assembly),

To works given by statute, laws and regulations,

To employ an organizer for each working grout specified in Item 5 trough Executive Committee.

FORMING OF INSPECTION COMMITTEE

ITEM 21 – Inspection Committee is formed by 3 real and 3 reserve members.

DUTIES OF INSPECTION COMMITTEE

ITEM 22 – Inspection Committee controls the works each six months and give the reports to General Assembly.

DECLARING OF SELECTION  

ITEM 23 – The names, surnames, birthplace, birth dates, father names, vocations and addresses of  the selected members are declared to Ankara Governor in seven days just after the general meeting.

INCOMES, OUTGOINGS AND  VE SPENDING RULES

ITEM 24 –

Incomes of the society are;

1. Subscriptions,

2. Donations and aids taking according the rules,

3. The incomes because of the real estates,

4. The incomes from publications, concerts, trips, sport activities, competitions, conferences, exhibitions, panels, seminars, symposiums and managements.

5 – Donations from other countries with permission of Ministry of Interior.

Outgoings of the society are;

1. General outgoings (management, stationary, announcement, transporting, upkeep, repair and ohers,

2. Rents,

3. Spending for real estate and movable things,

4.  Travel, pension and feeding  expenses,

5.  Copyrights expenses,

6. Training expenses and

7. Information expenses.

Spending rules;

1. The society budget is formed by general expenses and budgets of groups,

2. The donations for the group works are separated in different accounts. These donations are primarily spent for group necessities. Executive Committee can take %25 of the group donations for general expenses or other groups. This ration can be changed by decision of General Assembly.

CHANGING OF STATUTE

ITEM 25 – The Statute can be changed by decision of 2/3 of the members in the general meeting with the proposal of Executive Committee or tenth of the members.

CANCEL AND ITS RESULTS

ITEM 26 – General Assembly can decide canceling of the Society. For this, it should be 2/3 of all members in the general meeting it should be decided with 2/3 of members in the meeting. A 3 person committee is established after canceling. The clearance committee take the credits and pay the debits in 3 months. The properties are given to a Foundation that is nearest to the society or one of the 5 societies that is suggested by General Directory of Physical Training  or Red Crescent. The documents are given latest Chairman of  Executive Committee.

RELATIONSHIP BETWEEN FOREIGN SOCIETIES AND INSTITUTIONS

ITEM 27 – The contacting of the societies with the foreign societies and institutions, invitation of the members of foreign societies and institutions, going to the foreign countries because of invitation of these societies and institutions depend on permission of the Ministry of Interior after  the Ministry of Foreign Affairs said yes.

IF THERE IS NO RULE  IN STATUTE

ITEM 28 – If there is no any rule in the Statute about a subject The Civil Code, the Law of and the rules issued by the Ministry of Interior are used for solution.

BOOKS OF SOCIETY

ITEM 29 – The books of the Society are;

Resolution Book,

Members Copybook,

Coming and Going Document Book

Incoming and Outgoing Book,

Budget and Balance Book and

Fixture Book.

ANNUAL SUBSCRIPTION

ITEM 30 – The entrance fee is 10 000 000 (ten millions) Turkish Liras, the annual subscription is 60  (sixty ) New Turkish Liras. They can be changed by vote of General Assembly.
